To start new service, stop existing service,  or update your account information, please visit our  Water Service & Rates page and complete the Water Service Application & Account Change Form. Submit your completed form by:

Changes to payment methods (credit/debit card or ACH) can be made through our online payment portal or by calling the office at (503) 842-4333.


Most of  our customers will see two separate charges on their account: a monthly base rate (meter fee) and a usage (consumption) charge.


  • The base rate is a fixed monthly charge that helps cover the cost of maintaining the water system and is billed regardless of how much water is used.
  • The consumption charge is based on the amount of water used during the billing period and is calculated per 1,000 gallons.

Water bills are due on the 10th day of the month following the billing period. 


Your account will become past due 30 days after the the due date For example, a bill issued for the January billing period is considered past due if paid after March 10th.


  • A $5 late fee is applied monthly to accounts that are not paid by the due date.
  • Accounts that are more than 60 days past due are subject to service disconnection.


We accept cash, check, debit card, credit card, and ACH (electronic bank transfer) payments. Payments can be mailed via USPS, dropped off at the District office, or made online through our payment system.


  • Please note: Cash payments must be for the exact amount, as we are unable to provide change.


If your water bill is higher than usual and your usage habits have not changed, it may indicate a leak on your property. We recommend checking for running or leaking toilets, dripping faucets or outdoor spigots, wet or unusually soft areas in your yard, and irrigation systems that may be malfunctioning.


If you don't find an obvious issue, you may need to contact a licensed plumber to locate and repair the problem. If you have questions about your usage or would like assistance reviewing your account, please contact the office.


Responsibility depends on where the leak is located.


  • The District is responsible for water lines and equipment on the public side of the system, up to the water meter.
  • The property owner or account holder is responsible for all plumbing and water lines on the private side of the meter (everything beyond the meter).


If a leak is located on the private side, repairs are the responsibility of the property owner and are typically completed by a licensed plumber at the owner's expense.

Yes! Fairview Water District provides raw, untreated groundwater from several wells within the District, and it meets all Oregon Health Authority (OHA) drinking water standards. We conduct regular water quality testing in compliance with state requirements. These tests are reviewed by the State of Oregon to ensure the water remains safe for consumption.


Water quality results are published on the State's website at yourwater.oregon.gov. Please note that this website is maintained by the State, and updates may not reflect the most recent testing data if their staffing numbers are low.


System Development Charges (SDCs) are one-time fees paid when a property connects to the water system or increases its demand on the system. These charges help pay for the infrastructure needed to serve new or expanded use, such as wells, pipelines, and water storage facilities. 


SDC funds are restricted by law, kept in a separate account, and may only be used for system improvements. They are not used for general operations or day-to-day expenses.


The Fairview Water District Board of Commissioners holds its regular monthly  meeting on the last Thursday of each month at the District office, located at 403 Marolf Loop Road in Tillamook.
