MIKE OSTENSEN, GENERAL MANAGER
Mike joined Fairview Water District in September of 2017 and is responsible for the maintenance and operations of the water system. This includes but is not limited to project management, resource allocation, budgeting, backflow management, Federal and State compliance, water testing, capital outlay, customer outreach, field work, and leak repairs. Mike holds an Oregon State Certification as a Level 1 Water Distribution Certification and Cross Connection Specialist.
JEFF LaTURNER, UTILITY WORKER
Jeff started with Fairview Water District in March 2022 and assists Mike in the maintenance and operations of the water system as well as various account management duties.
DANNY WALTERS, UTILITY WORKER
Danny joined our team in October of 2023. He came to us from county parks and has stepped into his position seamlessly. He will be filling some of duties in the field to include but not limited to: reading and installing meters, small repairs, and upkeep of equipment.
The Fairview Water District Board of Commissioners meets on the last Thursday of each month at 6:00 PM at 403 Marolf Loop Road in Tillamook.
All members of the public are invited and highly encouraged to attend.

DownloadA Cross Connection is a point in a plumbing system where the potable water supply is connected to a non-potable source.
Briefly, a cross connection exists whenever the drinking water system is or could be connected to any nonpotable source (plumbing fixture, equipment used in any plumbing system). Pollutants or contaminants can enter the safe drinking water system through uncontrolled cross connections when backflow occurs.
Backflow is the unwanted flow of non-potable substances back into the consumer’s plumbing system and/or public water system (i.e., drinking water).
There are two types of backflow: backsiphonage and backpressure. Backsiphonage is caused by a negative pressure in the supply line to a facility or plumbing fixture. Backsiphonage may occur during waterline breaks, when repairs are made to the waterlines, when shutting off the water supply, etc.
Backpressure can occur when the potable water supply is connected to another system operated at a higher pressure or has the ability to create pressure, etc. Principal causes are booster pumps,
pressure vessels, elevated plumbing, etc.
Backflow preventers are mechanical devices designed to prevent backflow through cross connections. However, for backflow preventers to protect as designed, they must meet stringent installation requirements.
If you suspect you have a leak you can start by checking the meter. Start by making sure there's no water being used then take a look at your water meter. Most meters will have a small triangle shaped indicator. If its turning you have a leak! This is the most accurate indicator if you have a leak since it will detect any water flow through the meter. If your meter doesn't have an indicator you can either watch the needle on the meter to see if its moving or make a note of its position and the current reading and check it again in 5 minutes. If the needle has moved or the reading has increased you have a leak!
If you have one of the new electronic meters the leak indicator will be flashing. This detects if there has been constant water use or a burst pipe condition where water flow has exceeded a preprogrammed volume for a minimum of 30 minutes.
HOW TO FIND A LEAK
The most common cause is a leaking toilet and the easiest way to check is add a drop or two of food coloring in the toilet tank. Don't use the toilet and if colored water appears in the bowl you have a leak!
If its not the toilet check behind the washing machine and under all the sinks and around the hot water heater. Next check the piping under the house and look for any wet spots under the house.
If its not in the household plumbing look for a green spot (or wet spot) in the yard between the meter and the house or building.
HAD A LEAK AND REPAIRED IT? ASK FOR A REDUCTION ON YOUR LAST WATER BILL
Fill out the water bill reduction request form available for download (or stop by the office and get one), fill it out and submit to the office. The Board reviews the request at their next meeting and if approved 50% of the usage over the last months usage amount will be deducted.
